The two are completely different problems with completely different fixes. Pantry moths come home in a package of flour, cereal, rice, pet food or birdseed, and develop on your shelf.
Clothes moths are the quieter problem. The larvae feed on wool, silk, cashmere and other natural fibres in stored clothing, and by the time you notice the damage the source has usually been active for months.

Indian meal moths have a distinctive two-tone wing, pale near the head and coppery at the tip. The larvae leave silky webbing in and around infested food.
Small, plain and avoid light. The larvae feed on wool, silk and cashmere in stored clothing, and the damage appears as irregular holes.
Where you find them tells you. Flying around the kitchen points to pantry moths. In closets and stored clothing points to clothes moths.
Only in a sealed container at sufficient concentration, which a closet is not. Loose mothballs in a wardrobe mostly produce the smell without the effect.
Indian meal moths are the most common pantry pest by a wide margin. You usually notice the adults flying in the kitchen before you find the source, and the larvae crawl surprising distances to pupate, leaving cocoons on ceilings and in cabinet corners far from the food.
Clothes moths are less common but more expensive. Webbing and casemaking clothes moths feed on keratin in wool, silk, cashmere and feathers. Stored, undisturbed and dark is exactly what they want, which is why the damage shows up in the back of a closet.
Storage is most of the answer for both species.
For pantry moths the source is often outside the kitchen entirely: pet food, birdseed or a rarely used spice.
Where you find them. Flying around the kitchen and pantry points to pantry moths. In closets, stored clothing and natural fibre textiles points to clothes moths.
